Frank Castrina, M.D., Chair
Dr. Castrina is a retired physician who served the Carlisle area for many years. He received his medical degree from Temple University School of Medicine and is an active volunteer in the community.
Ryan Brown, Vice-Chair
Mr. Brown is the Senior Pastor of New Life Community Church in Carlisle. He is originally from Ontario, Canada and has called Carlisle home for the past 17 years. He holds a Bachelor of Religious Education from Emmanuel Bible College.
Sondra Wolfe Elias, Secretary
Ms. Wolfe is the co-founder of CampusDoor, serves on numerous boards and is an active volunteer in the community. She holds a BA in Biology and a BS in Chemical Engineering from Lehigh University and an MBA in Finance from University of Scranton.
John Nickey, Treasurer
Mr. Nickey is the Vice President of Commercial Lending at Riverview Bank and is a graduate of Shippensburg University.
Ms. Capozzi serves as a Township Supervisor for South Middleton Township. She previously served on South Middleton’s Board of Education.
Rev. Dr. Donna C. Hale Ph.D.,M.Div.
Dr. Hale serves as the Community Chaplain at First United Church of Christ in Carlisle. She earned her doctorate in social science from Michigan State University and was a professor of criminal justice at Shippensburg University. After retiring from Shippensburg she earned a Master of Divinity.
Richard Mullery, Col (retired)
Col. Mullery (Ret.) is a retired US Air Force aviator and military planner. He also served as an adjunct professor at Shippensburg University.
Mr. Ogline is retired after spending 40 years in the financial service/banking industry in southeast and central PA serving as a Credit Analyst, Commercial Loan Officer, and in various management roles. He is a graduate of Penn State University.
Morgan serves as Vice-President of Business Banking at M&T Bank . She earned her Bachelors Degree in Accounting and Finance from Strayer University and is a 2019 graduate of Leadership Cumberland.
James Sheehan served as General Counsel under Governors Ridge and Schweiker. In addition, he served as chief counsel for the PA Department of Education and taught as adjunct faculty at Dickinson College and Dickinson Law. He earned his Masters degree from Bucknell University in 1971 and his law degree from Dickinson School of Law in 1983.
Gary’s experience includes graduating from the
U. S. Military Academy at West Point and being the first African American to play varsity football at West Point. Following his graduation from West Point, Gary served over 23 years in the US Army and spent a total of 15 years outside of the US including Germany, Japan, Greece, and Belgium.
